Welcome to the site.
The problem you just described should not be happening any longer. We recently modified the 'Block' system to allow members to reply to messages sent to them...even when they were not in the sender's 'Approved Country' list.
The 'Block Management System', which can be accessed within the 'My Account' area was initially set up to block members from outside the U.S. and Canada from contacting members within the U.S. and Canada...unless the they were on the 'Approved Countries' list of the members they were trying to contact.
We put this in place to limit the likelihood of spam/scams, since most of spamming attempts we saw were from people outside the U.S. and Canada aimed at members within the U.S. and Canada.
We did see problems where U.S. and Canadian members were contacting people outside their 'Approved Countries' list, and then the recipient could not reply.
As mentioned above, we thought we had fixed this issue by allowing any recipient of an email message to reply to the sender regardless of the 'Approved Country' filter.
We will look into this further, and make sure that the problem is resolved...although it could be next week before we are able to make the changes to the system.
